okay, i said i was done, but now i really mean it.

i went ahead and hacked out a "simple" parallelization scheme for
sending/recieving the ntp requests using poll() calls.  it has room for
some improvement, but it works fairly well.

there's still the issue of choosing the best candidates, as well as
dealing with stuff like lost packets, unresponsive hosts, etc.  i've
marked much of the code where something ought to be done with triple X's

so yeah, with this i'm done for the next week or so...
