Update spec file (#1283)

This is a complete rewrite of the spec file. I've removed a lot of the
legacy AIX code, as it'll never be used. I've also removed a lot of
the install requirements, because people don't need to have - eg, -
postgresql libraries installed if all they want to check is mysql.
