Add commandline -T switch to check_time and check_ntp_time (#1246)

I'm watching about 50 servers. When ntp.xs4all.nl was unreachable I got 50
text messages. I can't really imagine someone using check_time or
check_ntp_time and ever want a CRITICAL when a time server is unavailable.
But I guess changing the default behaviour is too much.
