monitoring-plugins.spec.in: Needs some love (#1273)

@waja sorry for not responding sooner. I think the PR looks pretty good and
am gonna work on getting it into a state where it can be merged over the
next day or so. We'll need to rebuild and make sure the upgrade path works
properly, though.
