We have been trying to set somthing up for this on sourceforge.
Part 1) A tracker where people can just drop new plugins for addition to
contrib, and general use even before that.
Part 2) Something integrated into the build to make the master list.
Maybe the result of that list would get routinely posted on the
devlopment site.
We could also make a new item on the sourceforge summary page, but I
don't know how that could be kept organized.
