That's correct. The plugin hasn't been included with the standard
distribution, although plugin developers told me it would be 'as soon as
possible' a couple of months ago. For now it can be found at
http://devel.op5.se/oss/check_icmp-0.6.tar.gz. It's fairly portable and
should compile cleanly on just about any platform with a properly
functioning C-compiler (although some of the options in the makefile may
require gcc 2.4 or higher).

No. As of version 0.6 it formats perfparse output properly. Please note
that performance data is only available when checking a single
IP-address though.
