Ethan wants the web-part of Nagios out of his hands, and he wants it
written in PHP. I imagine it's because he knows PHP and because it's the
fastest language available for web frontends.

I'm sure you're not alone, even though C is rather horrible to maintain
and perl will have a rather significant impact on the system load (what
with mod_perl being rather flawed, and CGI just isn't coderfriendly
enough to optimize from the ground up).
