Root has access and I made it so all users would have access to the file,
can I run NRPE as root?
I tried changing the user and group in nrpe to root, and it looks like it
would not start if I did that.
How can I make sure the user and group nagios have access to the particular
file?

Root would definetly have access to that file. Does the user under which
NRPE runs have access to the file / directory?
