[Nagiosplug-help] check_by_ssh missing?

Does anyone know if there's a particular reason check_by_ssh seems to  
be excluded from nagios-plugins-1.4.5-1.el4.rf.i386.rpm? I see that  
it is in the latest tarball, but it's not in the contents list for  
the latest EL4 RPM.
