Moved IRC channel #monitoring-plugins over to Libera.Chat

Hi there,

just a quick heads-up. Some of you may have noticed the trouble over 
there at freenode.
We decided (like many others) to move away and we did choose Libera.chat 
to use as our new home on IRC. Please move your clients over there.
