nrpe server is surely not running on the monitoring server (A). I also notice that /var/run/nrpe.pid is owned by root.root even though nrpe.cfg has values defined to run nagios-nrpe-server as a nagios server. Double check to make sure thats not the case. If nrpe isn't already running, I'm not sure if NRPE writes out a PID or lock file or something (haven't looked in quite awhile), but if it does that may be the cause of the problem and deleting it will likely solve the problem.
