There are a few catches in the config detail.
check you have allowed_hosts= set properly (list of singleton IP or
FQDNS names) in nrpe.conf.
If you do, then it may not be an nrpe problem, something is acting as a
firewall.
If you have nagios-server running through inetd or xinetd you may have
the port closed or the nagios host blocked (inetd default).
Ensure either nagios-nrpe-server is running as daemon or inetd/xinetd is
configured properly in both inetd.conf and hosts.allow.
I don't filter through inetd any more since it did this same problem to
me so I don't have a config on hand for them, sorry.
